Zheng Wei, the woman behind Arcadia, has started a franchise she hopes will spread throughout the city. The original location is labelled a ‘chat room’, perfect for discussions, while the second locale is a ‘music room’ where a small stage hosts cover bands. Both, whether by choice or luck is unclear, rest in apartment complexes. The Jinlong location has a breakie buffet.
